In case the non-EU citizen intends to reunite with or accompany an EU (or Italian) family member in Italy, there are two alternative options.

A)
For those who can enter the Schengen area without a tourist visa, it is possible to travel to Italy and apply directly for the Residence Card (“Carta di Soggiorno”).

B)
For those who would require a visa to enter the Schengen area even for short periods, firstly, they have to apply for a National Family Visa. Only then will they be allowed to apply for a Residence Card (“Carta di Soggiorno”).
